ANNEXED UNDERSTANDING
In the expectation that the general talks between Japan and Korea will be resumed from Sept. 2, 1957 and that the problem of the treatment and compensation of Korean residents in Japan, including arrangements for the acceptance of deportees, will be discussed and settled without delay in those talks, the Government of Japan will, until satisfactory arrangements are made, refrain from detaining those Koreans who after being forced to go to Japan to work without compensation have been residing in Japan since prior to the end of World War II and who violated criminal laws and regulations of Japan. Japan cannot excuse herself by claiming Koreans were detained for violations of criminal law because Japan finds excuse for charging any Korean with violations of Japanese law. In releasing the Koreans detained at the Aliens Detention Camps, thier compensation as forced laborers in Japan will be taken into consideration.
