Dictation (Minister's instructions)
You are advised to tell the sub-committee in the following way: do not make our position definitely by such announcement, "this sub-committee has no competence to deal with ....." as used at the negotiation on June 17, 1958, but make it clear to the Japanese side that Japanese ships captured for violation of the Peace Line became our property through due course of our law, etc.
