SUBJECT : Proposal for Unconditional Resumption of the Overall Talks, etc.
Your report HID-138, cables MTB-119 and MTB-120 have been perused by the Ministry, and you are now instructed to meet Japanese Foreign Minister or Vice-Foreign Minister, as soon as possible, to hand him an Aide Memoire the text of which is enclosed herewith, (Enclosure I). You are also instructed to let the chief of Political Section of the Mission meet his counterpart of the Japanese Foreign Ministry to deliver an Oral Statement the text of which is also enclosed herewith (Enclosure II).
