Excellency,
As I reported to the Government by cable on August 18, 1959, I returned to Tokyo on August 17 from Geneva and resumed my duty here as of August 18.
Concerning Mr. Boissier 's (ICRC president) letter to our Red Cross president dated August 7, it is understood that as Dr. Helen Kim, Korean Red Cross Delegate, has already transmitted it to Dr. Chang Whan Sohn via registered airmail, the Government is now in receipt of copy of the letter. For the Government's reference, I am enclosing herewith copy of Mr. Boissier 's letter in question together with copy of ICRC statement issued in Geneva at 10:15 a.m. on August 11, 1959 (Geneva time).
