Ambassador Yiu and myself not with Japanese chief Sawada and Asian bureau Director Izeki at 3:00 p.m. today (Aug. 21) at Japanese Foreign Ministry clnb. At this meeting, Japanese side expressed its desire again that the mutual repatriation of both Korean and Japanese detainees be carried out in the earliest possible date, saying that an early implementation of the mutual repatriation was necessary to create favorable atmosphere under which smooth proceeding of the talks could be expected. Our side reiterated in reply that the mutual repatriation of detainees which is separate matter from the overall talks in beeding dealt with by the Working Committee, and that therefore it is unreasonable to connect the problem of the mutual repatriation with the proceeding of the overall talks. Japanese side explained in this regard that though the implementation of the mutual repetriation would not be a condition for a smooth proceeding of the overall talks, on early implementation thereof was necessary in view of the public sentiment of the Japanese people.
