Item one. I am of the opinion that it is not advisable to estimate the number of expected repatriates at this stage, If we estimate together with Japanese the number, for instance, as ten thousand families at this stage, it would not be to our advantage in effect. It is very clear that the Japanese side would not make an estimate of the number to our satisfaction at this stage.
Item two. After Japanese gave "assurance", as I have already reported, we will have to proceed to conduct actual investigation for the basis of the estimate. This process is considered inevitable, at least, to provide facade of fairness for the estimate.
