Item 1. ICRC's formal attiude will be made known by statement to be issued on 11th.
Item 2. Today met Gallopin who informed as follows;
a. ICRC reached decision to afford its services to repatriation of Koreans in Japan who express wish to go place of their choice in their country of origin.
b. ICRC will neither approve nor disapprove Jap -puppet agreement though Jap requested ICRC approval.
c. Jap Government recently notified ICRC it will carry out socalled repatriation even without ICRC participation.
d. It is Jap Government and not ICRC that carried out socalled repatriation.
e. ICRC's presence in Japan is precisely in order to prevent any person being repatriated against his will.
f. ICRC will send its delegates to Japan soon but in case Jap does not fulfil conditions attached by ICRC it will withdraw from Japan.
g. ICRC proposes that ROKRC also reach agreement for organization of repatriation of Koreans expressing desire to go to ROK.
Item 3. Will see Gallopin again 4:30 p.m. Monday. Government instructions awaited.
