Excellency,
I am enclosing herewith a copy of the text of the statement which Monsignor McCarthy, the American delegate to the World Refugee Year Conference, made at the conference.
In the statement, he outlined the plight of millions of our people who fled from the Communist occupied North during and after the Korean war, and made a solicitous appeal for the more-aid-to-Korea. He commended highly our Government for continuous and fruitful efforts for the war refugees in cooperation with the voluntary agencies.
