Report of the Fisheries Committee to the Fourth Plenary Session

 

The First Session of the Fisheries Committee held on February 20th recorded the addresses given by the Delegates of both sides and the statement by the Japanese side of the reasons of proposing the Draft Agreement for Fisheries, and from the Second down to the Eighth Session, all the sessions were devoted to questioning and answering about the Japanese draft. The main objects of the Korean questioning were Art. II (principle of the freedom of the high seas), Art. IV (urgent measures for conservation), Art. V (matters concerning penalty regulations against violation of the conservation measures), VI(Commission) of the Japanese draft, Article VII and Article III (relation between information by the Commission and the joint measures by the signatories), etc.
At the Ninth Session, the Korean side introduced its counter-proposal and gave its explanations thereon.
