My Lord,
I have the honor to acknowledge the receipt this day at 3.30 p.m. of the following telegram from your lordship in cypher:-
“London. april 17. 2.10 p.m.
“your telegram of the eigth instant”
“Admiral Willes has been instructed by telegraph to proceed to the Corea to watch and report, and if necessary negotiate agreement securing the most favored nation treatment for this country.”
