My Lord,

I HAVE the honour to report to your Lordship that I reached the capital of Söul on the 27th ultimo, on the same day with Herr Zappe, the German Plenipotentiary.
A draft of the Treaty was presented to the Corean Foreign Office on the 3rd instant. The negotiations lasted without intermission until the 26th November, when Treaties were signed by my German colleague and myself which included all the conditions we were instructed to obtain. The King of Corea received Herr Zappe and myself in audience on the following day, and I was able to embark on board Her Majesty’s ship “Sapphire” on the evening of the 29th ultimo.
I have already reported the substance of the above to your Lordship by telegraph.
